I really like the subject matter and composition of the second image.  It has a nice, balanced feel to it and a lot of depth.  The smooth water from the long exposure helps a lot, too.

I think the first image would be improved a lot if you were to crop off about half of the water in the foreground, emphasizing the sky more.  The sky has more drama to it, while the water isn't particularly interesting.
