I agree  There are some nice elements at work.  Perhaps it is the empty
right third (especially right hand side upper 2/3rds)

Maybe the tree centered in the image to totaly dominate the scene.

I would crop out the foreground, about where the tree's reflection is in the water.

I really want to like this image but my eyes keep getting drawn to the trees in the background.

Well as we all know art is truely subjective.

I personally think the grass and reflection in the foreground give a good anchor and adds to the image.  
Just centering the main tree, while keeping the foreground should enhance the image and eliminate the distraction of the trees and the empty sky.
