Is it out of focus or is it the fog that makes it look OOF? I quite like it despite the OOF bridge structure.

When I zoom in it looks OOF to me. But it is a minor nit.

I also like it. Having to choose where to place focus, I'd go for the clouds too.

From that distance, at f/11 or greater I would think all would be in focus.

Interesting: EXIF data shows 200mm, f/20 and 1/400 sec. Could be we're seeing some diffraction, or a little jitter.

Maybe you're talking about the bottom of the screen where I did a pretty lame job of removing a telephone wire?

No, the bridge and bridgestays are blurred. It looks like camerashake parallel to the bridgestays on the right. As a consequence the structure to the right looks sharper than to the left.
