Can phase one backs(IQ1 series) shoot tethered with a USB cable to an Ipad

No. Try a Surface Pro instead.

Shoot tethered to a computer and use the iPad as a remote for Capture One, Phocus etc

Surface Pro!  USB3 makes it easy---and the tablet form factor is great on location!
