Title: Noob- difference between exposure panel and background layer

So,, is there a difference between working on the background layer in the adjustment panel and working on the raw layer in the exposure panel. Doesnt seem like it too me.. I wanted to combine panels to make C1 more simplistic with number of panels needed ultimately.

You're basically correct in your assumption – the 'Background Layer' is the raw layer. You could, therefore, add the Layer tool to your 'standard' panel and have all your tools in one panel, but beware that some tools don't work on layers, only on the base image.
