When I import raw files Light room seems to ignore the xmp changes. Why is that?

I think you need to supply more information than that.
Are these new image files straight from the camera, i.e. newly imported to Lightroom ... no edits done at all?
Where are the xmp files from? Are they from another editor? Have you created edits in another post processor, exported the changes as xmp files and then importing your raw files and xmp into Lightroom?
As I said more information would be helpful.

Not true. .xmp files are just xml files. You could even edit them directly if you know what you are doing, and yes those changes will be recognized and applied by LR/ACR
